Rural Housing Enabler Programme

Supporting rural housing delivery in Cheshire & Warrington. 

Cheshire Community Action is funded by Defra up to March 2025 to improve delivery of rural affordable housing by offering a Rural Housing Enabler (RHE) Service that supports landowners and communities to identify and works with housing associations and local authorities to deliver high quality homes that meet local housing need through small scale schemes.

Rural Housing Task Group

The programme is guided and held to account by a collaborative partnership of organisations which are aligned in their objectives to boost rural affordable housing. Membership of the Group includes:

  • Warrington Borough

  • Weaver Vale Housing Trust

  • Peaks & Plains Housing Trust

  • Grosvenor Hart Homes

  • Barnston Estate

  • Cholmondeley Estate

The RHE role can provide support with…

Help your Parish Council explore the idea of addressing local housing needs by explaining the process and delivery options.
Carry out a housing needs survey to show the level of affordable housing need, which can support planning applications for small housing developments for local people, by working with Housing Associations and Local Authorities. Housing needs reports can also inform neighbourhood plan policies on housing to enable sites.
Inform community-led housing groups such as Community Land Trusts of their community’s housing needs to develop their own affordable homes.
Site identification and development: Working hand in hand with communities and landowners, we’ll help identify viable sites for affordable housing developments, whether through independent schemes or as part of market-led initiatives.
Supporting with community engagement to ensure communities remain at the heart of process including attending meetings and events advising communications.
